Difficulty levels in FO vs FO2

That's a thing you've got to remember about CRPGs. Their replayability lies in character adaptation and trying different paths, not like FPSs in being continually difficult. CRPGs get easier the more CRPGs you've played, more so than FPS or Tactics games (though those do that to) and, more importantly, almost every CRPG (not counting hack'n'slashers) becomes a cakewalk ones you've gone through it 3 or 4 times, unless it has as many paths as Fallout and you start experimenting heavily.

Fallout 2's annoying temple of trial and other combat stuff keeps the game at an artificial high challenge level, which if you ask me isn't necessarily a good thing

Though Fallout might've been slightly too easy, but do remember that Fallout 2 kind of guides you to Vault 13 through Vic-Vault City (nice fake dead end there, though)-NCR-Vault 15-Vault 13. Fallout almost completely cuts off at several clues, like the empty Vault 15 and the Brotherhood not being able to help you.
 
I think that Fallout 1 was too easy, but playing through it with the hardest difficulty and combat settings made it more of a challenge for the cathedral and Military base. As far as gameplay other than combat, both were too short.
