Does Nuking both Nations at the end of LR destroy them?

They would have plenty of manufacturing going on back west, as you already implied, so it is safe to say the NCR is having one of the most common military problems throughout history - a weak supply line. The Legion doesn't have that problem. If you can't field your troops well enough, your FOB's will be weak due to not having the right supplies.

Forlorn Hope is the best example.

Don't worry. No chance of that considering most of Bethesda don't seem to have even played New Vegas, much less understand anything in it.
 
In all of this talk about a world needing to be reset due to too much civilisation, nobody's ever explained what's necessarily wrong with "too much" civilisation in the setting. And even then, there's still places we haven't gone to and things that have yet to be followed up on. Like, if the MWBoS is semi-canon I'd like to see a more "true to the source material" interpretation of what happened in Tactics through a pseudo-sequel to it. There's also a bunch of places that are still savage wastelands full of tribals, and the Great Khans ending in Vegas where they pack up and head North to become YURT-BUILDING BARBARIAN HORSE ARCHER FILTH is still a potentially something that another sequel could involve, especially one that has a lot to do with tribes.

I just don't accept the idea that there's too much civilised stuff in Fallout's current canon for you to make another game that deals with the same themes.
 
Long story: they encourage you to bomb the shit outta them by offering golden new areas + items, where the only way this doesn't happen is by sacrificing one of the best characters in the game, and if you do bomb them, you get a karma drop + small, unrevealing, bland new areas.

short story: it does jack shit and there's little to nothing to show the nukes did much outside of the two DLC areas.
