Unless you have the version which comes with a memory leak (0.8 I think?) the only time at which it is slower than MSIE is the launching.
But that's because unlike MSIE it is not incorporated into the freaking core of Windows and thus also uninstallable (unlike MSIE which will simply remove the shortcuts to itself as well as some useless data but still keep the program working AND LAUNCHABLE) and won't cause your entire OS GUI to relaunch (which is true with Win98 AND WinXP) when it locks up.
