If that's true, Obsidian still managed to make better characters. Even when they don't talk!
 
Better characters? Can well call Preston, Codsworth and Mr. Burke characters? Preston is some depressed robot, Codsworth is an impossible AI, and Mr Burke just sucks Tenpenny's dick all day and gets off on murder.

They're not comparable.

How dare you! Preston is one of the best characters ever made! He only sounds monotone because he's been through so much trauma!

ED-E, Rex and Christine indeed have more character than most of Bethesda games NPCs. And this is including voiced Elder Scrolls ones, like Sheogorath and co.
