I have been wondering if there is a utility that allows user to import a character from a savegame and swap the stats with it,
 
With inventory and all? You could do the stats and skills easily enough with Falche2. It would severely unbalance Fallout 2, though.
 
I don't know about importing, but you can use a game trainer to create a Fallout II character that, aside from the perks/traits that weren't coded into the second game, is a perfect doppelganger of your FO1 character. I believe there were inventory trainers as well, but I could be mistaken.

As far as Tactics goes, it's just not possible. Different game system entirely. You could approximate your character with trainers, but unless your character happened to be focused in one of Tactics' squad specialties (Medic, Sniper, Big Gun Nut, etc), there wouldn't be much of a point.

I'm pretty sure almost all of the F1 items are in F2, but I would highly suspect that taking both your character and inventory would seriously mess with the gameplay. Still I do wish I once played an RPG where you could import characters from a previous adventure both to build the character more and just for convenience.

Never did it myself, though, because I don't like BG very much.

Then there are the first two Neverwinter Nights expansions, Shadows of Undrentide and Hordes of the Underdark, which I think pulled off the concept pretty well. Of course, you *could* technically play Shadows with your character from the original NWN campaign, but it'd unbalance the everloving bejeesus out of it.

I never got a hold of Baldur's Gate one or two. As much as I wanted to play them by the time they were old enough to be cheap I never saw any on the market. I even once saw an issue of PC Gamer that had the entire original BG on it, but when I went back to buy it a few days later none were left.

As for NWN I was fortunate enough to find and buy the diamond pack which is the game with all it's expansions. I get home and install it. After navigating a few menu's the screen goes black. I can hear the music and the sound effect for the clicking, but nothing to see.

I spent almost two hours navigating fan forums, official FAQ's, and help sections and none of the fixes worked.

I still have the CD and it's still installed. Maybe someday...

Yeah, the awesome Bioware still didn't fix that, even though the game has like 1 gazillion patches. However, if you know the location of the buttons you can get to the character creation screen and there is should work. It worked for me at least.
But, believe me, it's not worth it. NWN must be one of the worst RPGs ever. And even as a game doesn't stands much better.

For other RPGs that allow character importing you have the Wizardry series of course, in which if I'm not mistaken you can play with the same characters from the first to the eight game. Then there would be the first Bard's Tale games from which you can also import characters in Dragon Wars. And I'm sure there are others too...
