Fallout 2 - Stuck on Shark Club 3rd Floor

First time out of the vault
I made the unfortunate mistake of sleeping with Mr Bishop's daughter and found myself on the third floor of the Club. Being an eejit, I saved my game before getting into Mr Bishop's safe, raided the goodies then promptly realised I was rather stuck.

I know this is a fairly common occurrence, but here's my problem:

1. I've no previous save. Oh well, no use worrying about that now.
2. I CAN blast my way out, but I want to do his quests, if possible.
3. Despite what I've read on various forums, I can't seem to "sneak" my way past. I can whack the combat and game difficulty down to wimpy, boost my sneak to something like 70% and I can get to the half way point of Mr Bishop's room unseen. However, regardless of what way I approach the steps leading down, the bodyguard near the stairs sees me and shoots me. This alerts all other guards downstairs. I HAVE tried the trick of entering combat mode and using the full ten moves to approach the stairs and leave the room, but doing that also sets all guards on the second floor against me (I assume as the guard by the stairs "sees" me).
4. I've also tried simply running away through the third, second, then first floor and all the way out of New Reno (took a lot of time and effort). Finally I got out, skipped time and returned to the city, hoping I would now be forgiven - no such luck though, everyone was still hostile.
5. If it's relevant, I'm playing Fallout 2 via Steam, so am using whatever version of the game comes bundled with it.

Does anyone have any advice on how I could escape this annoying predicament and complete Bishop's missions? Or am I destined to have to blow my way out and miss all of the missions, as well as the Moore's briefcase mission from Vault City?
 
I believe you're stuck.

You can still do the full VC questline if you just get Moore's breifcase I believe. I usually kill Bishop for Westin anyway. Partly to make money, and partly to watch Bishop's body float in his pool... greedy fuck.
 
Bad thing about Steam is that it's a bitch to patch your games. Not impossible though, so I'd recommend patching your game with KillaP's Unofficial Patch, and then starting from scratch.

Are you using the combat trick right? Hit A, run as far as you can. Before combat ends, hold the A key so that combat is reinitiated immediately. Repeat that until you reach the stairs and use them while still in combat. It is essential that combat mode never ends while you're on the floor. That should work to get you down but I don't know if Bishop and the guards will be friendly the next time you go up there. You'll have to try. If it still fails, you have no choice but to kill 'em all.

Edit: I don't know if I remember it right; doesn't Bishop initiate dialogue before opening combat? As far as I remember he forces you to do the Westin job and the guards won't attack unless you refuse.

Yes, he does. And afaik you have one chance to talk your way out of it (I think he asks you if you finished the job already and all you have to say is that you're working on it or something). But that's only if you already got a quest from him before you fucked his wife or daughter.

That is debatable. I would say that you roleplayed yourself into a mess and now you need to roleplay your way out of it. If words don't work, use guns.
 
One chance? As in dialogue options?
He gives you two oportunities to mess around in his private rooms, through fucking his wife and/or daughter. The third time was always "the charm" in my experience, as this time he always initiates combat after ended dialogue
 
You're probably right. I only fucked his wife in my last playthrough. His daughter wasn't interested in me at all. :(
