I'll just let Ausir take the stage on this one:
The July issue of the Polish PSX Extreme magazine has a Fallout 3 preview, based on the same London demo as all other recent previews in Polish press. While the previewer (Bartosz "Zax" Dawidowski) is completely sold on Bethesda hype ("Fallout 3 will ensure an unprecedented level of immersion in a virtual world. And it will do it with such class that it can be rated pretty much only in comparison to itself"), he is also fairly competent when it comes to Fallout and Fallout 2.

Aside from the preview itself, there is a frame about the Polish Bethesda concept artist Adam Adamowicz, and a short interview with Pete Hines. Some interesting bits:

* At age 16 we select our perks [Note: he probably means traits, unless they were merged with perks] - e.g. Bloody Mess or Good Speaker. Pete didn't want to say what the rest of the perks will be.
* No word on whether children will be killable - when asked, Pete was evasive.
* No romances.
* The enemies are the most frightening in the history of RPGs and the game can be treated as a survival horror.
* We will often have problems with lack of clean water or food. The Geiger counter will sound pretty often. Hines says that when he plays the alpha at home, he is pretty much never fully healed - he's always either wounded or radiated.
* Eating food is not mandatory, but food increases your HP. However, you should look out for radiated food. Sometimes you will have to wonder whether you should eat radiated food, even with low HP, since the consequences of radiation are even worse.
* Radiation is a much bigger problem in FO3 than in previous games. It drastically decreases your combat abilities, and can even lower your skills permanently.
* Destructability of the environment will be unprecedented for RPGs.
* There will be around 50 different weapons.
* While we'll be able to find e.g. Power Armors early on, they will be in pretty bad condition (low CND bar) and will require extensive repairs or will get broken quickly.
* The role of Charisma is lower than in previous games, Fallout 3 relies on combat much more than FO1 and FO2. However, we'll be able to use stealth throughout most of the game.
* Many weapons can be constructed based on schematics.
* If you have your weapon on your shoulder, you can run and the NPCs are not aggressive. If you equip it, you can only walk.
* Jumping has no influence on the combat system, it's just for avoiding some obstacles.
* Enemies will not adjust their levels to that of the player. If you come to a certain place when your level is too low, you're expected to die.
* There is no gambling, you cannot participate in slaver raids nor guard caravans.
* No locations are randomly generated. However, depending on which way you'll head, some scripted events will appear there, e.g. you will encounter Dogmeat early on regardless of where you go.

Jeez...

Charisma ? What for when you can use your fatman to persuade any NPC ?

Slaver raids ? Too politically uncorrect !

Guard caravans ? Why would you do that when you can blow up megaton, drink toilet water, kill orcs, use your robot horse etc etc etc...

Previews these days are unvariably giving me a hard time. No good news whatsoever...

FPS.
Totally. First. Person. Shooter.

Resident Evil: Code OWG

* Destructability of the environment will be unprecedented for RPGs.

I hope so. At least if they are going to do an FPS, better it has something interesting. I mean, it's not going to be THE GAME for having this, but it will make an interesting game.

* Many weapons can be constructed based on schematics.

Interesting too.

* Jumping has no influence on the combat system, it's just for avoiding some obstacles.

I wonder if jumping a lot increases your EN stat... xD

* There is no gambling, you cannot participate in slaver raids nor guard caravans.

HEY! YOU JUST GRABBED MY BUTT!
no gambling? what is a fallout without a gambling skill, and a casino?
Right, is an OWG...

However... after all the game still sounds interesting (being ONLY a post nuclear ambiented FPS)

xD

This pretty much confirms that they decided to take the easy route. Why offer more than one solution to the end boss fights? Everybody loves epic battle.

What the fuck? Sounds like their combat system is broken and they are trying to fix it by totally ignoring logic.

All of our worst suspicions are being confirmed one by one.

Charisma isn't important? A sequel to the Fallouts where charisma isn't important... Using S.P.E.C.I.A.L. my ass....

This is just pure crap. An action-RPG/Survival Horror/FPS mess is what this game is looking like. All of the controversial elements (gambling, slavers, drug use, child killing) have all been watered down or removed. The core gameplay has been gutted and removed. Intelligence and Charisma taking a back seat to nuclear catapults.

What exactly is Fallout about any of this?

You can now forget about ever seeing a proper sequel to Fallout 1 and 2. Bethesda will never make a recognizable Fallout game. They're making Oblivion With Guns and a Fallout Re-Skin Job, and that's that. The Bethesda fan-boys will love it, and thats who they're making it for.

Too much of trying to make a game for all people. FPS/Horror Survival/"RPG"/Pseudo-tactical.

It seems like they never had a vision of what kind of game they were "good at"

The good:
- constant danger
- radiation is a proper threat (like the permament stat drop)
- at last we can repair and build stuff

The bad:
- leaning towards action, lesser role of Charisma
- no slave raids\caravan guarding

Well, some of the info makes me hope the game will be decent after all, some make me meh. Still waiting for some game footage.

This was a punch in the stomach, now that they're revealing more info things are getting worst, I thought it could have been an average Pos Apoc game, but now, I dont know, its just sad :(

Bad
- Totally bastardization of the franchise.
- Putting in gimmicky violence and "easter eggs" to appeals to the Konsole Kiddies.

The role of Charisma is lower than in previous games

Didn't earlier previews state that Charisma would affect dialogue options in the same way Intelligence did in the originals? Even if it made little sense, that meant it would play an even larger role, so I wonder what's changed.

A personal guess would be that there are possibly quite a few speech checks in quests and whatnots, just that how the world is designed (open world exploration) will mean that we will run into a lot of combat.

Yep, a real punch in the stomach. I was even pleasantly surprised at first reading stuff like that radiation would be a real problem and so on. But yeah, more combat will suck. Especially since I really don't think combat will be good, neither by old-school RPG standards or shooter standards.

Blech.

Who the hell knows? You've got BS whoring the damn thing to every single "gaming" site they can, who all seem to have their own interpretations. Meanwhile, BS only allows a small trickle (if that) amount of real information to come out.

You would think that if a new "developer" is going to take over a franchise, they would attempt to give the fanbase real information.

Unless of course, you have absolutely no interest in the franchise beyond the revenue it's going to generate.

Gee. Sound familiar?

Fallout as a survival horror game?? :? so, fallout 3 is an action rpg fps survival horror game? I'm confused..

And no gambling?? No slave raids?? Not even groin shots??
What's this, "Fallout: good old fashioned Walker:Texas Ranger style family fun"?

I just can't understand what bethesda's trying to do with the game, they seem to be trying to fuck it up on purpose :(

I'm not usually one to bash on bethesda for their fallout 3 attempt here, but if they're castrating the charisma portion of the game (AKA what makes RPGs into good RPGS), then they can go straight to hell. **** that.

No word on whether children will be killable - when asked, Pete was evasive.

This is clearly a plot spoiler, which is why he didn't want to reveal it.

In the end you will encounter your dad (voiced by Liam Neeson) who will be the Mastermind behind everything.

He will be invulnerable at first, but then you will notice that there are many tubes connecting him to a bunch of small children hanging on the wall.

You know what you have to do.

At least this is positive. For what it's worth. Actually we'll still have to see how it turns out because Beth has had a tendency to not give out the correct info as of late.

No good news here. No surprise here. There has been no good news for a very long time. Every new piece of news makes the new game seem less like Fallout 3. Charisma, gambling and anything morally bad are out. Fuck. That. Noise.

Can one of our uber-clever modders get to work using Van Buren design docs to make the Fallout 3 we all crave please?

Unless someone releases full source to the project, that is not going to lead anywhere worth pursuing.
