Fallout 4 in the US

First time out of the vault
many people want to see fallout in europe, china, mexico, ect. But what makes fallout, fallout is that it is in america. the 50s/60s era was a cultural boom in america with the crazy space tech they dreamed of. and it fits within america perfectly, if it was in a different region then the whole era would be messed up and changed. i realise that it would change things up and be cool, but it just wouldnt fit in my opion. the farthest they should go away from the us would be newly annexed canada. But that is just my opion

That's about right. Losing America would lose all the culture of the franchise. Whilst it would be good that I don't have to shoot at another fucking super mutant, you would lose such things like the vaults and the pipboy (unless international expansion was still active in the 2070s, but I doubt it because of the UN disbanding and such factors.

Although, I suppose it may be interesting to explore the other cultures of countries within the same cultural time period. I'd guess that that is the main argument for a Fallout game elsewhere. American entertainment and media is a massive import for the country and the 1950s culture would have rubbed off on other countries. I know this rings true for England, at least.

If they started with England and expanded from there it would be much easier than say, making Fallout 4 in China with hardly any American culture present. London could still have the groovy US elements, yet introduce all new factions, threats, monsters, while still feeling like a Fallout game.

Well, say you did have Fallout 4 in China.

Do you guys remember that when the US counter-invaded China, they captured several cities, I think Hong-Kong being one of them. I believe the US held onto those cities unto the great war also.

You could center the game around Hong Kong. You are a descendant from a group of survivors that had its origins in the American Military, but who went AWOL once the bombs started to fall and took shelter outside of the city in a old underground US Marines bunker. To this day the colony still survives (whatever year it would be), however something happens inside of the colony that they need to send someone out to search for something (I know this has been used so many times). Lets just say the generator is slowly going out, and without the proper parts to repair it, the whole bunker and colony will be without power (which they rely on for everything, including the growing of their crops, and the running of their water purification center).

So before they send you off, they give you a PipBoy (that was brought over from an American trooper who was part of the group of US Soldiers to defect), a 10mm pistol, a few Stimpaks, and send you off. So they send you off to look for a working engine, however this generator is one of a kind, for it has enough power to power an small city. They give you their only lead, an old Power Plant in Hong Kong. You comb your way through the ruins, picking up better equipment as you go along.

You finally get to the Power Plant (you should have moderate equipment right now, such as some shoddy armor and a mediocre weapon), and find a small community living there. There they lead you peacefully to the generator, only to find out that it is broken, and has been that way for decades.

However after spending time with the community you just met, you find an old man, an old scavenger who knows his way around Hong Kong and the outside area. He tells you he knows of a place that may have this generator, a working one also. However, they need help, they need YOUR help. There is a group of Chinese raiders threatening them. They are running low on ammunition, and people who are able-bodied to defend their community. They ask you to wipe out the raiders, before the raiders wipe them out. Here you now have three options:

+ Pass a speech check, and the old man will tell you anyways. However the next time you come back to the Power Plant, everyone will be dead, along with some (very few) raider corpses.

+ Kill the raiders, or pass a speech check, and convince the raider to let you see their leader. Kill their leader outright and escape, or pass another speech check and convince the raider leader to stop attacking the community at the Power Plant.

+ Or search around the Power Plant, pick a lock, and eventually come to a room with an old Chinese computer still working. You come across the information you need in the terminal. If you leave and come back after going through this option, when you come back the Power Plant will be under attack by Raiders, and this will happen at a 33% chance every time you come back to the Power Plant until the community at the Power Plant is wiped out or you do the Raider mission.

Lets just say you went about it through killing the Raiders, you go back to the Old Man and he tells you that there is an old Chinese Military Base to the north, outside of Hong Kong, with running electricity in every building. However he states that it is guarded by the "Reds", a nickname for a group of Chinese nationalists trying to take over the area and restore Post-War China to its former Communist glory at any cost, including slaughtering entire towns and communities who stand against their will.

(Obviously these guys are the antagonists).

This is the end of my "introduction" to what one could be like. I am telling you guys, there could be a way to make this game work, and it could be cool as hell. Then imagine if the original Fallout team got together to do it?

The problem is, would the Chinese speak Chinese and the Americans speak English? Would they just completely leave that out and just assume everyone spoke English? Maybe add a Language skill I suppose? That would be the barrier in my opinion. Unless you play as a Chinese dude, then it would be understandable. Or I guess he could have learned the language I suppose, even if he was American. I would go with the Language skill personally. Would give the developers a cool way to implement some interesting dialog.

That idea sounds cool though. Insert Macguffin for the generator.

There could be possibilities, but i just dont think it could work. but having the old dev team come back would be pretty awesome

Well, living in China after a post-nuclear war I guess speaking Chinese would be basic to anyone's survival. Eventually the American colony living at the bunker would adopt it sooner or later, as they would most likely have to sooner or later (even though they have superior technology ((about the same as the BoS)), they would still have to learn the native language).

The game would, of course be in English, but in all actuality they would be speaking Chinese "in-game". I guess if they had to however, the player could start off only knowing a small amount of Chinese. The more they improve their Speech skill, the more Chinese they know (once Speech is at 100 they fully speak the language), and the more Chinese they know, aka higher their speech skill is, the more dialog options are open to them, in which they discover alternative ways to complete a quest.

Since these are an entirely different culture, what would even remain of the "Fallout!" stuff in Russia/Ukraine? Except of the barebones framework of the backstory before the great war, I doubt there would be anything you could connect to Fallout. Why not play STALKER or Metro2033 instead?

I am pretty much on Surf Solar's side when it comes to Fallout games set outside the US.

As other posters mentioned, it just doesn't work outside the North American continent as the Fallout concept is very intertwined with it.
Set it somewhere else and you might better try to create a complete new concept.

Perhaps the only part I can think off that is also pretty US influenced is Western Europe after the second World War and even there I would consider it 'iffy'.

It would be better to encourage developers to create new PA IPs not related to Fallout.

We could always encourage Bethesda to take Fallout 4 to London anyway, just to get them as far away from California as possible and not fuck up the American lore anymore.

Why should the franchise be confined to earth tho? Space travel was a big plot point in an early draft of fallout 1 iirc, Maybe fo4 could work taking place in a humongous space station thing, like the MZ DLC of fo3 only bigger and cooler.

Stay within America for the base game, could explore other possibilities with addons. Personally could not play the game in a completely foreign nation. Besides it would be horrendous work.

Seriously, why not take it to the end of the universe? Do you really want Bethesda to make Fallout 4 close to the Core Region? (which you know they'll do at some point) Just get it as far away from there as possible. Call Todd Howard now: HEY TODD GO TO AUSTRALIA (the original lore is protected)
