Not really. The BOMB-001 functioned at minimum capacity for nearly two centuries with only an emergency reactor, so the technology to make satellites that stay in working condition (do note the difference between a "working satellite" and "satellite in working condition") for a few hundred years.
And "maintenance"? How often do people do maintenance on nearly impossible-to-access freely thousands of man-made satellites? These things are made to last, they're not your household toaster that can be repaired when broken.
Plus, it's not really 50s American for satellites to be easily broken.

The original plans assumed the orbit will last for some 2 000 years or so, but that was changed by nature.
However, unless you have information on solar activity in the Fallout universe, don't assume the orbital lifespan of the satellites is shorter.

Anyway, I hope that it will require some high Science stats and whatnot and not just be given to the player to use at any time. It should probably have a cooldown on the use.
If it was Bethesda, I'd have my doubts. Seeing how this is Obsidian and they generally know how to balance RPGs, I'm sure they'll have you meeting appropriate requirements.
