I seriously doubt it. I'm level 17, I've explored only a third of the map, more or less, and I still have a bazillion of open quests to complete. There's so much stuff to do in this game it's not even funny.

And best of all, most of them have some interesting choices for other skills you could have chosen. I'm already thinking of my next character for sure!
 
Yes, leveling up is still pretty fast, but it's not as bad as in Fallout 3. Most of the time when you level up, you have done it after or while solving quests. In Fallout 3, you just run around and kill stuff all the time, while leveling up.

Also it's not *that* easy to get a jack of all trades character. Not saying that it's impossible, but it's at least not possible to max out all stats way before you reach the level cap (or at all).
 
I'm playing Hard / Hardcore and am using a host of mods in my game. I did a custom weight .esp to remove the weight on some really common crafting items (scrap metal, scrap electronics) or lower the weight on some ammo.
