Found a missing text ("Error" only) from dialogue with Machete guy in New Reno:

Also after accepting the quest from him, it does not show up on status page in the PipBoy.

Sorry, I can't remember what dll files were missing from my PC after OS re-installation. Obviously, the only thing you need to restore missing dll files is to re-install DirectX. If your mod doesn't give missing dll files errors, though, then you should have no problem like me at all.

Without those dll files, the game won't run. At all.

Also, if you're crashing with my save, have you tried replacing ncr3.sav in my save with the one that's in your save folder? It's a method used by @Navarrrro and seemed like he solved the problem on his end. If it solves the problem in your PC, then this problem is mine and mine alone.

I would like to apologize for the trouble I'm causing. So far, only me and a guy at the Codex experienced this problem at all. It occured to me after applying v2.91, and also the other guy and he didn't change his OS, so OS changes shouldn't be the cause of this. However, the fact that the problem occured to Dionis's vanilla Russian Nevada mod after he re-installed his OS, too, is really confusing, so.... damn, we need @Foxx to enlighten us ASAP!

 

Can someone tell me what the drugdealer disk in las vegas does and how to use it?

 

Las Vegas, Larry Geller dialog isn't translated? I am playing with 2.9.1 installed, is it a problem on my side?

 

Made a clean install and everything is ok now.

This is a mistake of the original game. Here's the solution:
Open program F12se --> NCR3.SAV --> script VCSlvRn2.int --> edit LVAR_5 and LVAR_6 in 0

{181}{}{(смотрит на мониторы, расположенные рядом с ним) Ясно. Ту деталь я спрятал в Зоне 51. Это военная база недалеко от Лас-Вегаса. Теперь уже неважно, что с ней будет, можешь ее забрать, если сможешь. У меня же есть цель поважнее твоего жалкого убежища. Да, и еще...}

Нужно исправить на данный вариант:
{181}{}{(смотрит на мониторы, расположенные рядом с ним) Ясно. Деталь можешь забрать, теперь уже неважно, что с ней будет (бросает деталь на пол).
