Yes, you can get one from Rose for buying water from her for 1000 caps.

There is yet one more way.
 
You can get it from Rose if you order water or from Farrel if you complete his quest with a stupid character.

Hold up. That's a wrong answer. What is the other Pipboy enchancer in Fallout 2 and where can you find it, and how to acquire it. I thought it was clear.
 
Talk to Mrs. Bishop, get her to mention Vault City (by asking about a GECK), then sleep with her, ask if she's from VC, follow that dialogue path, and the lingual enhancer will be in her safe when you open it.
