Here's the finnish quote so someone else can translate it as well:

"Tarkoituksena on, että maailma elää silloinkin, kun pelaaja ei katso. Pääryhmittymien ohella autiomaassa on kyliä ja jengejä joiden voimasuhteet vaihtelevat taustatarinan edetessä. Mitättömältä vaikuttava rosvokopla saattaa löytää hylätyn asevaraston ja nousta joutomaan valtiaaksi."

The meaning is that the world lives even when the player isn't looking.
In addition to the main factions there are villages and gangs who shift in power as the background story progresses. A gang of bandits who seem weak might find an abandoned weapons cache and rise up to be the rulers of the wasteland.

this sounds really awesome. if they manage to make the world feel as living as in Call of Pripyat, I'd be very satisfied.

I read the magazine article at the local library.
I can confirm that there are no real new gameplay pictures, they are the exact same ones we have already seen a dozen times in other "exclusives"
The NCR ranger concept art shows a water-tank backpack.

Edit: Dammn, its me who's stupid. You need explosives to detonate or disarm the bomb. Massive Fail on me for not noticing the obvious and above all logic skillreqs:30 for Grenadebouquets, 45 for Mailboxes, 60 for those hilarious baby-thingies and 25 for a nuke. Apologies all round and especially to Mr. Burke. He was clever after all for not wasting those skillpoints on explosives. Makes him being a mechanic more likely.
