Frank Horrigan Speech

It's a damn shame about Frank, he would have been very welcome in the Unity. If only he wasn't twisted by the insipid troglodytes employed by the Enclave.
 
If you can convince Ulysses to not kill you, then you can certainly convince Frank Horrigan to stand down from fighting you.

The thing is Ulysses can be convinced since it is possible to decipher his way of thinking and appeal to it (especially since you actually need to choose your arguments carefully to convince him rather than blindly pick every Speech option). Since you have two options to convince him (holotapes and Speech), this indicates that he is not as fanatical as he appears to be.

Horrigan has been completely indoctrinated by the Enclave though and the mutations have made it worse.
 
Frank Horrigan, convinced? That's like trying to have a fucking debate of concepts of peace with a Nuke. Pretty sure his own troops considered him as a walking Apocalypse, a walking nuke that explodes everytime he takes a step. Puts Deathclaws and just about anyone else to utter shame.

Adding on to what Cerberus has already said, Ulsyess prefers to talk to his enemies, taunt them and try to get them to see why he dislikes them. This can be seen in the way he adressed The Think Tank, and The Courier. This means that he is naturally going to be listening to what you have to say, and therefore creates an opportunity for you to convince him otherwise.

Frank Horrigan quite frankly(pardon the pun) doesn't give a shit what you have to say. He's a violent sociopath with insane loyalty to the Enclave. He just wants you dead.
