The thing is Ulysses can be convinced since it is possible to decipher his way of thinking and appeal to it (especially since you actually need to choose your arguments carefully to convince him rather than blindly pick every Speech option). Since you have two options to convince him (holotapes and Speech), this indicates that he is not as fanatical as he appears to be.If you can convince Ulysses to not kill you, then you can certainly convince Frank Horrigan to stand down from fighting you.

This can be seen in the way he adressed The Think Tank, and The Courier.
