I think I might have that mod in my NMA AtomicGamer archive files. But it might also not be that one, since I remember at least 3 different mods (back in the early 2000's) that made an equippable Frank Horrigan's armor.

 

Good to know, However I just mentioned those mods, because i was making a point about OP question that it already was possible in the past. There's no point in drilling the thread anymore,as OP probably dropped the idea, because some bonehead made false impression that in such a mod you'd be only able to use frank's wapons, and not every other weapon that utilizes the same animation set.

 

IIRC I manually imported all those. back in the day I was quite handy myself modding wise. It also started with a wish to play as Franky. Got most of his OG modds archieved on my HD too, as many others.
