IIRC there are two ways to get it, V13 being one of them.
I could be wrong tho.

I think the shortest way would be going to the NCR, offering to deal with the skags at V15, get inside V15 and copy the location of V13, then go there and pick some locks to get the GECK.

Been a while since I played, so some of this might take a bit longer than I remember it.

Fastest way propably is to finish the Temple of Trials vewy vewy fast and then go to the hunting grounds (NW part of the map). Lots of 'em there.

have really really high perception, go to new remo and buy the..voice thingie, get work at ncr eventually you'll find vault 13. (I think perception is enough, don't know if outdoorsman's necessary).

Which reminds me... there's supposed to be a fake V13, but I never found it.
Is it activated in the game or is it yet another unfinished thingy?
 
Yup, it's activated. It's kinda funny when you go there the 1st time in the belief that it is the real V13. 8)

And I remember reading someware that there were TWO fake V13's.


I think it was in Pers guide, which is why I mention it though I could be rememebring wronjg.
 
Lemme see, one fake V13 and one real V13. Lemme meditate for a while....You could buy a map/holodisc somewhere in NCR that showed the location of V13 (the fake one).
 
humm... I think I got one a llooong time agor. One of the fakes is shown to you by that drunk in NCR that works for Westin, the other is said by that guy at the bar at the entrance of NCR, near the slave pens...
 
Incorrect. The drunk guy knows the location of the real V13. The arsebandit at the bar is an impostor. He dun know jack or shit.

Technically there are two, for the purpose of changing its name on the world map after you know it's fake. That's also why your car disappears...
 
the first fake V13 is the real fake one with nothing but a little sign there i believe to inform you that youve been fooled

the second fake 'real' vault is the teleport thingy that throws you back to the V13 before FO1 and you break the waterchip

(and yeah the real drunken guy at ncr that sends you to retrieve something knows the real location)

I think that map leads you to the fake V13.

Wrong. If you talk to Merk and ask him about Vault 13, he'll sell you a Vault 13 Holodisk. Buying it puts Vault 13 on your map, but it's the fake Vault 13.
The map on the Elvis painting leads to the real Vault 13.

EDIT: Heh i forgot to add the fact that there might be some spoilers here...

I remember doing a quest for weston about guarding his cattle, and as i was guarding them some deathclaws walked up and said somthing like "theres humans guarding them, dont attack the cattle" and then they walked away and i followed them to the end of the screen and pow it led me to vault 13. It did take me quite a while to get here i forget the quests leading up to it, and arroyo was long kidnapped(heh). Inside vault 13 the deathclaws want you to find them a voice translator or w/e so they can use the computers, that important vault tech the weapons dealer in reno wants to sell ya for like 3000 caps or somthin(im sure where but i remember finding one of these somewhere else, maybe the sierra army depot? not sure). All you gotta do from there is "use" it on the main computer and pow, you can also get a deathclaw NPC from here, hes the guy on the third floor wearin a robe. Im pretty sure the geck is in the 3rd floor storage room in a locker or somthing.
 
Here are all of the ways to find the REAL V13.



Guard the cattle for Westin, and make a preception check.
When the claws come, you can follow them (there will be a new exit grid)
The computer in V15.
Talk to the drunk on the Westin ranch, Saltbeef bob, he'll mention (if you liquor him up) how he found V13 once, and how the doc stole his map. You buy the painting from the doc, and examine it in your inventory, and you find the map/V13s location.
