Several questions regarding graphic editing.
  1. Is it still required for frm files to have 8-bit depth when there is a high res patch which as i know supports 32-bit graphic?
  2. How can i view the standard F2 color palette? Which toll can i use?
  3. How can i convert *.pal to *.gpl (GIMP palette) to load the F2 palette in GIMP?
 
I'm no expert, but I think the game engine requires the Fallout colour palette, which is a very specific 256 colour palette. You could always test it by building a scenery artwork with a soft graduation from one colour to another and save it as a 32bit BMP file and bring it into the game.
