How are some people maxing out ALL skills?

And who exactly needs more loot? I've got lockers full of loot, and I leave almost everything behind. I dread seeing 'valuable' loot, because it means it's one thing closer to me needing to fast travel back home. And I don't even know why I do this - I've got enough loot to trade for anything I need 10x over. I've got like a dozen sets of power armor (none of which I can use yet).

And if I ever decided to sell my excess ammo (I only use small guns) I'd retire a very wealthy man.

I only use my shotgun, chinese assault rifle, and reservist (sniper) rifle. And I take down the behemoths.

The same goes for even maxing out the important skills in FO3. You have to have prior knowledge of which are the important ones. Granted, it's not very hard to max them once you know, but it's still metagaming when you go into the game which are the important ones.
I'll grant that you can max the important skills on your first playthrough likely, but you can't max all your skills on your first playthough without extensive searching for all the books.

To know that In is important all you need to to is read the instruction manual (though it's a lacking document), have played any other Fallout game, or know basically how SPECIAL works. It's extremely obvious and requires minimal forethought. As for maxing out skills, I addressed this earlier by stating that you only need to have skills high enough to pass the skill checks (which is 60, right?) which is not only easy but the game fucking tells you what you need in a skill to make the attempt in most cases. Bobbleheads are not unreasonable to expect players to find them all if they go to most important areas. Books are probably a bit harder to find them all but both all of the books and all of the bobbleheads can be found by looking.
 
A few of the books seem to be in obscure places, or they are extras. I found one in a mailbox and the other was given by moira. Maybe they are extras? I do seem to have more science books than all the others.

The game isn't so difficult so I've been hoarding the books in the desk at my house rather than use them. I've got about 2 to 5 of most books so far and I'm currently level 15. All skills are at least 50 each, with Science, Medic, Lockpick, Barter, Speech, and Energy weapons the exceptions at 60 (found bobbleheads for each except energy, and took the cyborg perk). I'm aiming to get them all to at least 70 so I will only need 15 of each book to max all skills. I know I'll eventually have to go ahead and max out lockpicking due to those pesky "Very Hard" locked doors. :P

Basically, unless you use a guide to find all the books then it would be impossible to get them and max all skills before you reach level 20. Then again I am doing as much as possible to earn experience. Not that it's necessary. The game could give you 1 exp each time you earn experience and you could STILL get to level 20... I think. x]

The best EXP givers seem to be the deathclaws at 50 points each.
 
Why would you bother tho (maxing skills)?

Seriously, if it were possilble not to spend your skill points, I'd wager that completing the game with no points in any skill would be just as easy.

I know for a fact that your starting weapon skill (approx 10) is good enough to kill raiders/mutants/enclave.

So you can win the game by killing everything with 10 weapons skill.

That makes every other skill in the game worthless too, because they exist simply to make an already easy game easier. The only thing skills do is add a little flavour, a little variety to the dungeon crawling.
