How can I become more powerful?

I find this time of the game is, actually, the most amusing. You can do nothing, you have nothing and you have to really work to get things. Some (stolen) Spiked Knuckles and a Leather Jacket, that's with the right tactics pretty good for the start in Klamath. Then get (find) a 10 mm, a bit of Ammo (can also be stolen) and the Leather Amor before moving over to The Den. You can steal a Shotgun and some shells there, IIRC I also looted or stole a Desert Eagle. Taking Metzger and his slavers out shouldn't be too much of a problem with it. With a bit of luck and some work you can get a Hunting Rifle rather early.

That was roughly the start of my last play-through with a character pretty similar to yours. Once you are past The Den/Modoc, things start to be worth less and less and you get more stuff than you can sell and sooner or later you will get more than you can carry.
 
Yes I got a hunting rifle (which is so much more powerful than my pistol) during a random encounter. But then it ran out of ammo, so now I've got a couple of guns and various types of ammo, but the only ones that match are the pistol and the 10mm. And I'm still too weak to successfully kill everything in most random encounters.

But the money is gradully increasing, so I'll get there eventually. It does make the game more interesting having to scrounge and sell in order to progress. And playing solo and without stealing etc helps to keep it challenging. I just wish I hadn't had to spend so long wildly stabbing at enemies with a spear when I clearly had no idea what I was doing!
 
At least you had a good genuine scrounging experience!

I miss exploring that game for the first time, by now I know where everything is. Have in mind, in FO2 in particular, the map consists of certain regions. You mentioned encounters, but remember that they aren't levelled, but region dependent. If you explore around Arroro and Klamath, you'll most likely encounter geckos or tribals or trappers, mole rats and scorpions - but other regions will be different, with different - and sometimes much more dangerous encounters. This also means that bands of robbers, which may overpower you in early game, will not "level with" you - so, as you get more powerful, they'll become more and more trivial to you.
At high levels, many of them will just take off and flee as soon as the encounter begins :D
 
If your Charisma is really low, then you will be paying exorbitant prices at shopkeepers, and many people won't talk to you or let you do quests. It also limits the number of companions you can have, without companions the game will be very difficult. Just a tip.

Taking out the slavers is a good move (lock their doors first so you won't have to fight them all at once, and steal their psycho first or they will become invincible). Stay away from AP ammo, it is useless (practically bugged) in unmodded Fallout 2. Be sure to let everyone know that you killed Metzger when you do, some of the townspeople will reward you for it!
 
I've got speech tagged so hopefully I will still be getting the opportunity to do quests. And maybe I can invest some points in Barter to improve prices a bit.

As for the slavers I'll probably just leave it until I'm more powerful, maybe with a big gun.
