Hypothetically, could Van Buren be resurrected using AI in the future?

I really meant that VB's primary plot, the whole plague and Presper thing, was simply reworked into the B plot(DLC) of New Vegas. You got the verticality of Denver in Lonesome Road, the plague in Dead Money(sorta...), Presper is Elijah and Boulder Dome is the Think Tank. Obviously it's not 1-1, but they couldn't do a 1-1 thanks to Fallout 3, so they just iterated again on the docs to a final revision. The B-plot of VB, the BOS/NCR war, Hoove Dam, and the Legion was retooled to be the primary plot. Though that also makes it more like the sequel to a VB we never got.
 
I spent a couple of days figuring out whether frame-by-frame generation of gameplay by a neural network for a player with an instant response to his actions is possible.

answer is yes

the fundamental possibility has been confirmed. then it's just a question of available computing resources, network quality and training
