Actually I did get the joke and I like dismantling jokes until they are no longer funny and the party is ruined, but that's just my sadistic nature.
1. It's an order and therefore the verb comes first: Sei leise und halt still
2. Clever anglophile marketing people thought "Handy" sounded trendy and so "Mobiltelefon" never got much media coverage, although it's still the official term.
