Why? Because of harsh language and eyeballs flying here and there.
Not everyone loves to kill in-game kids but I think that the majority likes to have the possibility. It's a rpg after all, right?

This has come up before, and been discussed thoroughly.

Remember, children were cut from the release of Fallout in Britain and Germany because they were killable. Graphical realism being what it is, then this is going to be even more of an issue in the present day.

I cannot imagine that a game featuring child killing would be released in the UK today, because the media hysteria (which would boost short term sales) would lead to the knee-jerk response of the game being pulled or banned.

Actually, I'm not sure what the BBFC's position is on this anyway (their guidelines are deliberately ambiguous), but it is quite possible that it wouldn't even pass the game for release in the first place.
