A guy in one of my classes and I brought up the subject of forming national identity by giving citizens a "boogey man" to focus on.
The problem with the "War on Terror" is that it doesn't follow its name. The "War on Terror" should be a war of idealogies, we should be trying to shape hearts and minds, not just kill them. Supposedly however, the military is doing much more humanitarian aid in Afghanistan and it's having better results than just hunting al-Queda or the Taliban.
Part of the reason that Obama wants to have a troop increase in Afghan-Pakistan is to secure area so that troops can actually help people and show them the detriment of the Taliban. Besides, many people in Kabul resent the Taliban for destroying much of the countries historical and educational systems.
The recent events in India are just a case of radicalism gone wild, not so much a religious based terrorist attack.
