Lone enclave soldier at the beginning of the game bug or no?

In numerous playthroughs I have always encountered this lone enclave soldier very early in the game while I was in level 3 or 4 (he one shot me a couple of times and it takes a while to kill him). Someone said one time that this is impossible because the enclave is not supposed to appear on the map until much later. But yet, I always encounter him in the same locations. He always spawns in places close to vault 101, never too far from that area. The super duper mart for example.
 
Just to be clear, you're not using any mods, are you?
 
It is a bug for Enclave soldiers to appear before showing up at Project Purity. They may also sometimes be friendly. This is true for all versions of Fallout 3.
 
I had several friendly Enclave soldiers show up after PP. They would be in those little bases randomly in the Wasteland. There would be an Enclave officer overseeing a bunch of power armored soldiers doing push ups or patrolling. I could walk up to them and everything. They would tell me "what are you doing here" or "just get out of here".

I remember I was fighting two deathclaws, and I was nearly dead. I hadn't saved in awhile so I was fighting with everything I had, it was a very intense fight. Just as they were about to finish me off, an Enclave Vertibird came up and landed next to us, and dropped of three friendly Enclave soldiers with plasma weapons who killed the Deathclaws and saved me lol.

When I went up to them and talked to them they said "just get out of here". So even though we were enemies, since they saved me I let them keep going on their patrol instead of killing them.
 
It happens on a clean game without mods.
Is just one enclave soldier and only appears in that area around vault 101. He is hostile to everything and sometimes he kills all the raiders in front of the duper mart. After he is dead he does not respawn.
 
I also have experienced this bug and I honestly thought it came from the various fan mods I had installed or perhaps that the DLCs caused some kind of error.
 
Can't be true, because we all know Fallout 3 has no bugs and FNV is the true buggy game. :>
 
There is also that rather embarrasing bug with Broken Steel that apparently doesn't read Quest state and has Three Dog commenting on the Purifier being activated and chugging pure water, FROM THE VERY BEGINNING OF THE GAME. Same thing happens with NPCs in Rivet City commenting on the aliance between the BOS and the City.

So annoying, how could they left that in the game?. Maybe they just gave up since it seems they don't have a clue of how to resolve the usual problems. All bethesda games have the same issues and need a year worth of patches to make them at least playable because the first version always runs like shit. A game by bethesda is like windows, I'm not buying anything until there is like 1 or 2 years worth of updates :D.
 
And knowing Bethesda after the DLCs are released they aren't trying to release to many official patches to fix that. They made their money.
 
I'm begininning to think that bethesda doesn't actually release games, just basic empty frameworks with no substance, and many glitches. There's a very prevalent modders will fix it attitude, whether it's creating actual quests and story content or fixing bugs.

It's a regular bug when you have Broken Steel installed.
There are bound to be some fixes to it, but honestly, he's pretty easy to avoid IIRC.

Careful though, there are several "lost" Enclave boys patrolling the Wasteland before they are set to appear in the actual story, but I think that by the the time you encounter them, they pose no serious threat.

This only happens if you have aforementioned DLC installed though.
 
I always get this one Enclave soldier hanging around shooting radroaches outside Dukov's place, like he's taking a vacation before the President mobilises them. The guy is surprisingly easy to kill, on whatever difficulty.

Seen him "just before" the others spawn.. An officer right?
 
The guy outside Dukov's place is super common. He's usually neutral and is there since the beginning of the game as far as I know? I've run into him when going to rivet city pre-level 1.

Seen him like twice and never that early Oo

He's always hostile to me... And yes, I've ran into him at about level three.
 
The one I ran into is at some deserted farmhouse on a hill as I make my way to super duper mart. I think I always go there because there is one of the stealth skillbooks, and he's always there.
