I think the animated movie can be just as good like one with real ators. But I would say it cant replace it. My first choice would be a traditional live-actor movie like the first three, but animated isn't a deal-breaker.
There's the first Appleseed. There's Vexille. Then there's the the classics like Akira, or more recent titles like Kurozuka.
Not so much within the Western industry, partly because the Westerners like to keep a "PG" tag on anything that's not live-action.

I honestly haven't seen a lot of CGI Japanese films and all that I have seen were made by SquareSoft, a game developer. I really don't see any reason why the Japanese couldn't do a good adult oriented CGI film, I just don't think that it's as big of an interest over there (though I could be wrong). That said, I'm not sure that Mad Max 4 will be that movie, it all depends on the script, voice acting, and animation studio.
