Yes...it is a photo manipulation for sure,thats actually one of the reasons why it looks so realistic.

Concept artist do paint overs and use references all the time, it's common practice. Hell most graphic novels are made this way. Doing this saves them time and money, and it's not looked down upon.
Creators of F1 and F2 blatantly used old photographs in intros.
The problem is that a generic picture of post-apo ruins that doesn't have any features characteristic for Fallout and its artistic style doesn't have any value for us.
This technique is often referred to as matte painting and is commonly used in media such as movies (Lord of the rings, Harry Potter etc) to create scenes that are virtually (and budgetary) impossible to achieve else way. So do not be alarmed.
Nice pic. I really want to see some art that features a retro feel though. The retro-ness really made Fallout stand out in terms of style among other games. To me anyway,
only one other person made note of the future-retro buildings in the backround, and they hold a single candle of hope for me
A teaser that doesn't look like Fallout isn't a good omen.
I think the heading for TEH GRAFIX is the reason. So they've made it more realistic, but less falloutic to avoid comments like "S.T.A.L.K.E.R. has much better graphics, FO3 isn't realistic at all..." And the more I'm looking at that pic, the more I'm thinking that they've made a realistic, but ugly Fallout 3 without any creativity and failed to get the comic style in.
A realistic atmosphere isn't a Fallout atmosphere.

With 10 years of technology between FO2 and FO3, I don't know how similar we can expect the two to look. Limitations that had a huge impact on FO2 are no longer a concern. Are we expecting Bethesda to conform to the same 256 color, 640x480 limits of the classics? I fired up the VB tech demo and the look didn't immediately scream "FALLOUT!" to me. The switch to 3D is going to inherently make things look a bit different. (Note that this has nothing to do with 1st vs. 3rd person view.)
Now, I do agree that even with the modern tech, there can be stylistic similarities. But this is a completely new crew and the setting is no longer California desert wasteland. An East Coast urban color palette will not be the same as desert.
Add in the fact that this is concept art and not anything close to a screenshot, and I don't see any real cause for concern here. I think there is still room to get the 50's sci-fi tech and atmosphere right - this art doesn't swing one way or the other.

I can't add in that fact because they are not related. Technology limitations... or lack of limitations has nothing to do with concept art and artistic style.
Which supposedly should know how to make a Fallout game if they work on one, right?
And the setting should still be Fallout, whether you have cities or deserts.
I'm having a hard time understanding some of you guys.
What does the new concept art look like not-Fallout-y? Can you describe it? The city ruins are so... um, well... ruined that it's impossible to say if the buildings don't look art-deco-like or Fallout-y.
Shit... Just look at the buildings in these two Fallout loading screen images. You can't really say anything about the buildings. They just look ruined and post-apocalyptic.
And I am glad that the Fallout 3 concept artist doesn't try to copy Boyarsky's style, but has done this piece of concept art in his own way.

Yeah but just look at that Fallout loading screen. What does it make you feel?
Now look at all of the F3 concept art we have seen so far and ask the same question again.
My impressions of the Fallout loading screen, are the colours are fantastic the yellows/reds, the blue and the green gas. The sky is burning, the ground is poisoned and masses of creatures are crawling towards the hero. The picture as a whole makes me feel wonder and excitement. I want to explore that world.
On the other hand the F3 concept art I've seen so far is uninspired and colourless. It makes me feel nothing but blarghhhh....
