Sure you can with a little human help.
The human help is to make the component animations; like scriptable spell casting—which would be a few parametric particle effects, and ancillary mesh objects.So it's not gonna be done with AI.
I assume ai animation will take the form of selecting parameters in whatever program you use and then it would be simulated. How many steps per second, length of steps, number of limbs, etc.
