Certification can take ages, especially for low-priority releases. It is a notorious pain in the butt. Not that it's the only cause or they never had any options, but it's a factor.

Interplay lost quite a lot more than 10 bucks over the years from my old personal boycott after the unfinishably buggy Fallout 2 release. But that's not important either.
