Well it's possible something was lost in translation from English to Greek(Cause I'm pretty sure I made a very good translation from Greek to English as to not allow room for speculations on my behalf). Also notice it does leave an option that you can join, as it says "join and increase your rank" so maybe you can just join? We'll see soon enough what's true about it.

When did Washington D.C. become a desert?

I haven't followed the game much, after a point, but it might be that the Vault was built in an area that at the time of building was desert. It does seem to be silly though, as if it's somehow known to the outside world, as I doubt the inhabitants would call their own Vault thus and Vaults are supposed to not have outside communication(at least the story states so for Vault 101)
EDIT: In fact come to think of it, this hints that outsiders actually know of the location and other details on it. A nuclear war with '50's mindset, results in desertification and there's no sign people did something to that area to create an artificial desert prior to the Great War.

In other parts of the article it states that once you lost Dogmeat it's forever(by death) and he's irreplaceable, so the dog might have to do with the plot in some areas I'm assuming. And it's you, Dogmeat and an NPC for the team so no interchangeability.

Btw, my personal view is that we shall not see a modding toolset. And I don't know what could be changed if we did anyway. I doubt the perspective can be changed for instance. Merely cosmetic changes would be possible. In addition that they seemed hostile every time they were asked on this issue before.
