So no, it's not established in an absolute sense. Sure, the ones you encounter in the game world you can't talk with, but then again you couldn't talk with the random encounter ones in FO1 either.

so that means there will not be any friendly super mutants in the game?
 
No idea. I haven't watched the whole playthrough, nor played the game myself.

I can only venture guesses, which could be confusing.

They can, most just won't want to talk to you (just like in FO1).

Yeah, but it's FO3. In FO2 mutants started to be more civilized with ghouls and humans (Broken Hills). But what happened in FO3? They got mad, [spoiler:2bc35a1ddb]and started turning into a behemoths?[/spoiler:2bc35a1ddb]
Hopefully they will explain it in the story line, but it will be just an excuse to make Fallout an action/shooting game...

It would be another excuse "They don't look like Super Mutants from the previous Fallouts, because they were made differently"

Seems that in their zealous quest to ape FO1 and not be at all like that FO2 silliness, they forgot that there actually was quite a bit of story/world development to be carried over from FO2.

And even if they are, remember that only the few mutants that weren't that thrilled about the Master's plan stayed behind. Most of the mutant army went east and never intermixed with humans much.
