Random, Special, and..."Unique" Encounters?

I remember an encounter in FO2 where you run into "wilders". Basically tribesman. But what refrence is that to? Wheel of Time, or something else? It doesn't seem to fit WoT, so I was curious.

If you are refering to the book Wheel Of Time by Robert Jordan, then no, there is no connection. Wilders in the book are untrained women who can channel and haven't been found by the White Tower.
