It's the VaultBoy image of the Mysterious Stranger perk from Fallout. Except instead of a cigar, he's been smoking the herb. That all= "Problem, Chosen One?"

Instead of Ghana, I was going for Ethiopia, Bob Marley's Promised Land. My first car was painted in Ethiopian colours all over. Ironically, every time I got pulled over, the cops would have a laugh about how "they should do a marijuana search", but never did - even when the car stank of weed, or there were plants badly hidden in the back seat and my face looked like the one in the avatar :D

EDIT: at the risk of sounding very uneducated, who's the guy in your avatar? And why is it not animated anymore? (Was it ever animated?)
