I'm sorry, but what is this culture? Unless we suddenly count killing people as a cultural identity, then they do not have one.

Its members, however, are in fact citizens of the nations they belong to.
So? The Great Khans could be considered members of Vault 15, or taken to it's logical conclusion estranged members of Shady Sands. This is far fetched but has a grain of possibility.

You've convinced me.
However I admit they become one later as you've said. By NV they are a tribe, but they lack the main characteristics in the first game. If they are a tribe, then it's stretching the definition to such a degree that most socio-economic groups become tribes.
 
Raiders in Fallout 3/4 are by no means Mad Max-esque. They tried in Fallout 4 (of course failing miserably by cutting everything out), but honestly, they're just reavers from Firefly in Fallout 3. Mindless cannon fodder. In Mad Max they're savage marauders, but ultimately people with backgrounds and identities. Again, they tried in Fallout 4, but as with basically everything in the game, just a huge missed opportunity and half-arsed to death.
