Recommended mods for Fallout games.

Okay, so I am finally getting into modding for the first time and would like some recommendations and maybe tips to spare for a noob modder. I remember Postman giving me a list of mods he liked, but I am not able to find the list anymore when searching various threads. I have a good idea of mods I want that I've read about, but some sites will recommend wacky, or very lore/game breaking mods as their top pics.

I don't have a problem with that, but would just like some more lore friendly mods and maybe a few that add some polish to textures and gameplay too.

So far for NV I have:

I would highly recommend Outside Bets as it restores a lot of cut content.
 
While I have not used it myself, the community generally doesn't advise Project Nevada. It's dated, and oftentimes doesn't get along with newer mods, so I've avoided it. Your mileage may vary. The B42 quickthrow mod adds a standalone version of PN's grenade hotkey system.
Also, beware with Freeside Open, while a very cool mod that makes the vanilla game much smoother, will cause problems with mods that interact with the Freeside worldspace. The NV bounties series comes to mind. The usual workaround is movetoqt but it can be hit and miss. 100% a great mod, but bear in mind the potential drawbacks. Mods that do the same thing for the strip are out there, and this is less of a problem, since less mods have quest NPC in the strip exterior.
My absolute must-have is the JE Sawyer Ultimate edition. It allows for some customization and fiddling with games rules. It's no project Nevada, but it has no compatibility issues. Additionally, the Economy Overhaul is absolutely great, and fixes some critical problems with the games vanilla economy. Makes caps as a quest reward actually worth something.
The Mod Configuration Menu is a very important tool for, well, configuring mods in game. Many mods will not be at full functionality without it.
Salt Lake Stories is a good quest mod, and uses an overmap similar to the classic fallouts. Has a few rough edges, and some Engrish, but very well-balanced and good VA quality.
Another Kick in the Head, which adds mechanics for getting knocked unconscious and robbed, is really good and worth checking out.
Express Delivery adds a radiant-quest-like NPC who gives you recurring courier deliveries. Immersive.
 
Seconding the anti-Project Nevada. It's a crap mod and even if you like what it does, it's massively outdated.

As for JSawyer Ultimate, I'd disagree on the recommendation. It's not a continuation of JSawyer as the mod author would try to argue to shill his own mod. He makes a lot of changes arguing Sawyer was lazy or not paying attention, but Sawyer himself clarified on Twitter there's nothing else that needed adding to the mod. It's its own rebalance and its fucking shameful that he tries to pawn it off under Sawyers name.

- Boom to the Moon (not lore friendly but pretty cool stuff)

- Beyond Boulder Dome (not a great story mod but really cool visuals)

Visual mods:
- Enhanced Blood Textures
- EVE
- Ojo Bueno
- Better Burned Man

Other useful mods:
- Killable children
- Enhanced camera
- Centered 3rd person camera (not sure if it works with Enhanced Camera)
- Invisible walls remover
- Inventory Sorter

Bonus mods:
- A Familiar Friend Pip Boy 2500
- Roleplayer's Alternative Start
- Light up and Smoke those Cigarettes
- Playable Ghoul (if you want to play as a ghoul)
- ST Terrible Super Mutant Race (if you want to play as a Supermutant)


Of course there are a ton of other good mods out there but these are the main ones I know.
 
For FNV performance I advise using:
  • New Vegas Tick Fix
  • FNV Mod Limit Fix (even if you don't use lots of mods, this mod will still boost performance)
And I advise not using:
  • New Vegas Stutter Remover (NV Tick Fix is the new and improved NVSR)
  • Any "performance" mod that all it does is remove some rocks and trees and stuff like that
  • ENBs (ENBs are badly optimized for FNV and usually cause performance issues and/or graphical problems)

I even had this discussion over at the Codex before Sawyer posted that. Someone was telling me that JS Ultimate is the real vision of what the devs wanted FNV to be...

Generally speaking these days I try not to stray too far off the beaten path of the "original" New Vegas experience. It's got a specific style I try not to fuck with, whenever I see people playing modded NV where the sky is grey and overcast, there's focus blur out the ass and they're decked out in modern day SWAT gear with a Call of Duty rifle and the Mojave sand textures are bright red like the surface of mars or whatever, I cringe.

A mod that will save you time, but some may consider it cheating, is the Casino Anti Anti Cheat mod. This gets rid of the penalty timer whenever you reload a save after gambling.
Another mod I would recommend is the Courier's Stash Pre-Order Pack Selector. Instead of getting all the pre-order packs at once when you load the game it instead allows you to chose which pack or how many packs you want.
Another good mod you may consider is the Courier Stash Integration mod. This mod integrates the Courier Stash items into the games level list as well as allow perks like Shotgun Surgeon or Grunt to work with those items.

Other mods I would recommend are biohazards19x Mogul Mausoleum, The Town of Vice and Luxe Aeterna.
These mods overhaul and makeover the Lucky 38, Gomorrah and Ultra Luxe. I personally thought the vanilla designs for these places was bland and boring but biohazard's mods do a great job of overhauling these casinos and making them feel unique while still being very lore friendly.
