BINGO! How about a Heart of Darkness/Apocalypse Now type of scenario? Just substitute Route 66 for the river. You've got to make your way east to Chi-town to releive some rogue BOS rep who's accused of having "unsound methods". The closer you get the crazier things become, the more clues you're able to peice together, and the more you're question what's truly "unsound" as you're tempted to do the same to survive. OK Linearity a major drawback here - just an idea.

Yeah and things like giant concrete dinosaurs and there were even diners that had decommissioned B-17 bombers from WW2 and the like mounted on the tops of them. Some crazy stuff back then.
I don't think you have to be American to appreciate this stuff. Anyone can appreciate the irony of a B-17 glorified on the top of a diner that's since been bombed - that's what we like to see happen to hubris. Non-Americans even more so in light of America's recent prickish foreign policy.
 
My point was, there wouldn't be any settlements along Route 66, so how would it work, if the player had to walk along that route?

Well if there had been some exiles say from an opened vault, or just a band of raiders/vagrants moving from settlement to settlement. And the settlements along Route 66 would be derelict houses and cities, that were abandoned well before the war, and have been made residence for these wandering nomads (if they exist in the FO world).

I think a mod of this size would have to be done in increments, at least to do justice to cities of that size.

As to how to handle explaining why. The PC could be part of an expedition that is sent out to explore this route, a scout perhaps. You are given money, some trade goods, probably both a melee weapon and some sort of handgun or rifle and depending on the organization maybe a modified Pipboy or something similiar. The Pipboy would be a tracking device and a journal. Your orders might be to foster goodwill with people you find along the way, if possible. Maybe you carry a beacon or the Pipboy has one, that you use to signal the main body of the expedition when an area has been cleared.
A mod with two or three big ruined cities and a stretch of highway that includes a couple smaller areas would be an exciting prospect to me. I've only offered a possible good path just to test the waters.
