who's to say that they didn't include grenades?

Not saying they definitely didn't, just that there's reason to be skeptical. Throwing weapons had as much place in Oblivion as they do in Fallout 3, the engine is the same, and still they did not make it into the former. Go figure, Bethesda's motives are inscrutable.

Guys, I'm fairly sure they've said that grenades are in.

Other times, [Pete H] lobbed grenades around corners in real time, giggling once when a random zombie arm flung back across our field of view.

There are even grenades to help clear out rooms.

Man it totally sucks that there are no grenades.
