Should there be Empire Building 'Fallout 4X' ?

Since Fallout 4 has settlement building features (which I love it so much, and it should be expanded further particularly dealing with Sanctuary Hills reconstructions. to the point of removing ruined buildings entirely and with evenmore various wall texturings like either Medieval Castles, 18th Century housings and more.) Should Bethesda expands Fallout Franchise into 4X domain where player must rebuild an entire civilization as a faction leader rather than a wasteland questor.

So far only mods of 4X games exist, this included ones for Civilization 3. one that uses Black Isle era graphic materials. and ones for Hearts of Iron. one that even permit player to play as Enclave and even has a choice to reform them into Wastelander's pleasing choice. something Obsidian might do to them (as per New Vegas, where Courier can find all five survivors and reunite them one last time into Second Battle of Hoover Dam) if Betty gives them one more opportunity to do their Fallout Gaiden game.
 
The closest you can get to this is the Old World Blues mod for Hearts of Iron IV, which opens just before the Mojave Expedition and the First Battle of Hoover Dam.
 
IDK much about 4X, but I've always loved playing High Charisma builds of Fallout 2. IDK, something about being able to assemble an entire squadron, and just immediately wipe out everything in my path is awesome. Especially when you have Sulik and Cassidy on the team and can suit them up in Combat Armour and give them Combat Shotguns and SMGs. I've always wanted to see a Fallout game that takes those sorts of runs, and goes supernova with it.

Like I think the ideal would be to have a Squad game like Tactics where you're leading a wrecking squad - But also instead of just being part of the Brotherhood of Steel and bringing in recruits, you're the leader of your own group and also have to oversee things like logistics, punishing mutineers, making decisions about leadership.

Have it so you constantly have to find new Food, Healing Items, Armour, Weapons and Ammunition for your crew - But to keep up with it you could just straight up take over towns and demand tribute in the form of supplies.

So it's still be a small-scale story, and a traditional RPG in the vein of the original two Fallout games, but also try and heavily incentivise becoming a Post-Apocalyptic Warlord (Though maybe also have a peaceful/trading route that's harder) - The plot could be something simple like the Water Chip/G.E.C.K McGuffins from earlier game - So it could almost be a fall from grace storyline, maybe you didn't set out to be this scourge of the Wasteland, it just turned out to be the easiest way to save your people, and so you're just making one compromise after another to achieve that goal.


The closest analogy I can think of to this is WH40K Rogue Trader - Where you simultaneously have squad based combat, and are kinda becoming a governor of your own fiefdom - But the problem with Rogue Trader is the scale always felt a bit off to me - Where you're governing entire planets to get supplies for an adventuring party of 6 - Whereas a 6 person party size combined with a small fiefdom would probably work fine in a Post-Apocalyptic Wasteland, where everything is kinda depopulated anyway.

This is kind of like what I thought Wasteland 3 was setting up when I first started playing it. Unfortunately they didn’t really follow through on that concept.
