Shouldn't there be kids within the Enclave?

Actually i remember reading somewhere that the (actual) clones are aging quicker than normal (1/3 i think). Something to do with messing with the wrong dna i think.
According to that you could go on with an accelerated childhood or something, kinda like the star wars clones.
 
If birthing/cloning WAS regulated, maybe it went on in scheduled intervals and the Chosen One arrived during a time they weren't raising any new humans.

I still am a big fan of the "the children are, umm, somewhere...downstairs...you can't get there because, yeah..." theory though. We're overthinking this.
 
I think the fact that you miss children in the Enclave Oil Rig is simply because the PC does not get the chance to travel to civilian locations in the Rig itself. Large armored soldiers, military technicians and scientists, a barracks location with all sorts of dangerous materials, and you wonder why there isn't a whole mess of critters scurrying underfoot?

I ask, why would they keep their children on the oilrig. There are plenty of vaults lying around. Also you never see any civilians in the enclave. However you can say you are a new recruit. That may mean one of two things.

They get volunteers from the wasteland or they have a civilian population from which they gain recruits.

I lean in for volunteers from the wasteland since it is apparent to other NPC's in the game that you are a tribal and they make little or no notice of that while talking your way into Navarro.

Add to that fallout 3 where they are sending out bots(fun to shooooot) and propaganda to the local population.
 
The Enclave does not recruit from the outside. You have to be born in the Enclave. There are civilians on the Oil Rig, the civilian levels just weren't shown in the actual game.

The issue of whether there are other Enclave bases and where they are is not really clear - Fallout 2 is full of internal contradictions in that regard. From what the president says, Navarro is the only major base aside from the Oil Rig.
 
Yeah the whole Enclave bases/outposts things is rather unclear detailed.

Van Buren (yes I know its non canon now) mentioned that the Enclave members were taking shelter on various locations throughout the US; Poseidon Oil rig probably but perhaps also others.

That is one of the few reasons why I would not mind places such as Raven Rock or Mount Weather to be alternate Enclave bases, just not on the level of the Poseidon Oil rig where probably all the important people and resources/manufacturing facilities were gathered.
