OK, here we go: My recommendation for you:
4 St

That way you'll be able to max out Luck, IN, AG and PE in the game, and you don't really need to worry about ST anyway -
you'll get penalties to heavier weapons, but you can compensate for that with Skills. You could add two points to EN f you like more HPs (Don't leave EN an odd number, the one extra point will have no effect). You could lower CH or PE a bit if you feel like re-distributing points. I wouldn't recommed lowering PE nor LK too low, and certainly don't lower AG (APs!) and IN (esp. if you're Gifted.)
As for Traits, take Gifted and consider some other minor trait like Sex Appeal, Faster Healing, Drug Resistant or Finesse. You might want Small Frame for the one Stat Point it gives (this will however seriously limit your Carry Weight with a low ST.
Tag a gun skill (Small Guns, unless you're a vet and know where to find Guns and Ammo rags), and two skills of your choice, I find Speech (if you want a Diplomat, not rally important for a gunman), Sneak (my recommendation for you), Doctor and Lockpick useful, in that order. Don't take Steal, Throwing, Unarmed (useful, but you can increase it greatly during the game), First Aid (same), Science (same) Repair (same), Outdoorsman (useless), Gambling (useless),
