Sniper build, melee build

Maybe it's just that you didn't even state clearly which game you're talking about?

The perks are in the manual, complete with requirements. You can check out whitechocobo666's perk guide for guidance if you like, or my walkthrough if you're not afraid of spoilers. As for weapons, just look at them as you come across them, see if they're worth using. There are enough small guns that you'll always find something.

Well, early perks are: awareness (who to shoot, more efficiently) and [dont be afraid of, you will need to shoot and scoot or vice versa ] Bonus Move. if you got high luck 8-10+finesse, perhaps you have no need for more criticals (obsolete with Sniper perk in lvl24) and bonus ranged damage.

Weapons: Small Gun is enough, 'cause Gauss Rifle and Gauss Pistol are very good. but you could invest in 150% Energy weapon to snipe with laser rifle(better than gauss in term of range, shoot them dead from across the screen). A plus side is that SMG skills can be raised to 120 with buffout+psycho trick
On the other hand, the idea of snipe them with rocket launcher is awfully tempting (but it's heavy and expensive). BG specialists with Bozar can play toe to toe with heavily armored late game opponents.

THanks so go 300% smallguns and pick up a guase rifle sounds good to me... also should i just about always go for a aim head shot/eyeshot ?

If you like called shots, sure, why not. Shooting people in the legs can be pretty neat too (they tend to fall flat on their back from time to time, losing their AP's).
Or you could take Fast Shot as a trait and forget about called shots altogether.

I think you should just do what you want to do. See, that's basically 50% of the fun: you should build your own unique character and guide him through the wasteland, seeing if he can survive. You really shouldn't need anyone telling you what kind of character you should play, 'cause then you could just as well play a game with one of the pre-made characters that comes with the game.
