I mean, how? How could they possibly gather the resources and equipment to construct such an elaborate structure underground so soon after the bombs fell? Even the damn Enclave never built anything as grandoise and mostly reused prewar structures like the oil rig and Raven Rock. Why not just make it so it was constructed before the war?

Well, they probably had an extensive underground complex prior to the war and kept on expanding and refurbishing it. Didn't they use the teleportation technology to send synths out to gather materials?
 
If fo4 leaves you with a question. Chances are its not answered because Bethesda doesn't give a fuck anymore.
 
Bethesda does give a fuck, it's just they don't see the problem.
The problem is New vegas was made and virtually nothing from that was implemented in fo4. Fo4 is honestly the biggest regression in quality in any franchise I've ever seen. It didn't happen slowly either. Bethesda decided nothing from NV was worth bringing to fo4. That... I think that's the biggest problem.

They mistook what people want, or they expected the dumb factor to be larger.

How? Its pretty obvious what fallout fans want. They want for starters a good game. More specifically a good game with decent c&c writing and feels like fallout. The reception of NV pretty much confirmed that right?

No they thought that people wanted guns, loot and killing rather then anything concretely related to choice.

What the fuck were they basing that on? Why would you buy the rights to an IP just to change what it's all about? Why didn't they just create a New IP If they don't wanna make proper fallout games?
 
They think that because Skyrim was wildly successful they could apply it to Fallout.
That doesn't make much sense to me. Fallout was successful enough as it was. Fo4 made money sure but under the pretense that it was a fallout game not an TES 6.

They took the ideas of Skyrim (be honest, they're everywhere in Fallout 4) because it was a rampant success. They thought that it would count even in a different setting.
