Yes they stack so for example A Burst from a Minigun would normally cost 5 AP but with FS and BRoF it will be 3 AP instead...
 
i think the burst from minigun is 6 APs(normaly) :?

ST 8 (later +1 red module +1 from armors)i know for advanced power armor +4 but on beggin u will suck :S...
PE 9 (later +1 green module)
EN 6 (later on perks i usually take life giver coz on lvl 80-90 i got about 700-900 hp)
CH 2 (+1 blue module later but i think this sucks :) )
IN 10 (so u can be smart ass :) a lot of skill points ) i cant remmember where i can find yellow module for +1 IN
AG 10 (need action points)
LK 2 (hmm dunno)

Speech (coz u got 10 IN this is not too important maybe u can take melee weapons instead of this so u can be better on beggin but dunno maybe doctor or science or maybe better small guns or energy weapons hehe dunno)

5 Strength will Suffice just go to Navarro earlier then get the Red Memory Module in Vault City after to get 10 STR quickly. 6 CHA will activate all quests,You can leave Luck to 4 to get it 6 later on,10 AGI as you said,you only need 9 Intelligence as you get a module that makes it 10 later,Make sure you have at least 5 Perception to trigger the Awareness Perk, rest you can put in Endurance for more HP per level.

Perks to look out for:
2 Action Boy
2 Lifegiver
 
anyways i had playing with charisma 2 and i had a lot of quests i dont see a reason why it should be 6 give me the an example, and luck 4?
and one more thing, in random encounter what requirements need to get alien blaster or phazer or holy hand grenade or solar sorcher?
 
With 6 CHA you can recruit 3 NPC's and later on you can get it up to 8 which makes it 4. My preference is usually this:
Cassidy
Sulik
Vic
Lenny/Skynet

All Random Encounters can be achieved having a lower luck only lowers the chances so for example with 1 Luck you only have a 5% chance while with 10 you can get a 50% chance, Since I have 10 LCK I already have received most and most probably all the Random Encounters(Beneficial Ones)
 
i forgot the place where u can add +2 CHA can u tell me? and +2 luck is it in NCR? and yellow module where is that? :) anyways thx for those info it helped me a lot :)
 
Red Module is inside Vault City's Vault
Blue Module is at Navarro along with the Advance Power Armor
Yellow Module is at Sierra Army Depot
Green is at Military Base
Mirrored Shades given in a Quest from the Families at New Reno
And yes the +2 LCK Zeta Scan is at NCR from the Hubologist,make sure to save because sometimes it gives -1 LCK instead
 
Mason (Salvatore's guard) has one pair, but he won't give them to you. Steal or loot from his body. The other pair is buried somewhere in Golgotha.

Charisma-6
Intelligence-7

Now let me explain
3 times toughness
And with Advanced Armor 90% Damage resistance :clap:
Can survive in hard difficulty with no problems and do the entire game.
I choose those stats because i can get them higher due to perks or modules in the game
Final Stats(About level 20 something)
Strength-10(Adanced MkII Power armor)
Endurance-7
Perception-10
Charisma-9(Sun Glasses)
Intelligence-9
Agility-10
Luck-10
Now if you use the Upgrades to your body later in the game you will be industructible, i use killap path also, It makes me play the game wisely and with higher difficulty

Is there any way to improve my build? 8-)
 
You'll actually have to be around level 40 to develop that far, since you're taking all 7 Gain Foo perks. Only take Toughness once, since the implants and boxing in New Reno each increase DR by 10%. Charisma will only get up to 7, but that's worth not needing to use another perk.
 
Endurance 6 is a waste put down to 4 and give charisma and inteligence those 2 points
