The only time where this works well is in an RTS style game, but even then I have difficulty employing their special abilities.
Well its all about the micromanagement though. With some games this is very great. Like Men of War. Its extremly confusing and complex as well but once you mastered it its great. And you can very effectively arange the options and actions of your troops with some hotkeys and such.

It is called talent and money. Like Hollywood, the studios know hedge their bets on making incredibly shallow but "shiny" and very "michael bay" games. The average gamer is much akin to the roman mob of the past. Things like talent and story cost money so it dips into profits. It costs enough already to give the the previous two options. And as we all know, games nowadays better make astronomical profits or they are not made at all.

Seeing as the article talks a lot about Wasteland I figure this is a good place to ask - any way to legitimately obtain Wasteland these days besides waiting for a 2nd hand copy to appear on eBay?

As far as I know its abandonware, I´ve downloaded it a few years back and it works fine in a dosbox with Windows XP. Without the manual you´ll have some trouble as the game works like "You enter a small hut. Read § 277 in the manual." sometimes. But it´s far from unplayable.
