Witch is exactly what's happening with some complaining about the lack of mafia families and more cities like NCR/VC/NR.

I think I've seen one reviewer complain about the lack of the Fallout 2 elements which are all but universally agreed upon (by the fan community at least) that they don't fit the setting and were a mistake in Fallout 2.
