Well, think about it... I activate vats, I take up my two shots aiming at my foe's arms, from quite a distance away, and then I'm forced back into real time, standing there like an idiot, waiting for my AP to recharge, all the while, my foe is running toward me. He gets to me, and starts whacking the daylights out of me, and so I'm forced to move, dodge, and twitch-shoot, stop, (all the while getting pummeled, as my foe could care less about gettin' a headshot on me), and then I target again... sniping is less about sniping now, but rather, snipe then wait to get your rear handed to you before you can aim again.
Or another example: I snipe, and he runs his gun on burst on me. I get one, maybe two bullets off, in the time he can run through two or three clips.
Or I could go fully twitch, and ignore vats altogether, and make sure I've equipped Bloody Mess. Well, well, it's just as "good" (and I use that term *very* loosely) as getting criticals.
Either I play the "old way", and allow myself to get pummeled by a foe that may or may not also choose to make targetted attacks, or I can play "twitch" and have any measure of success.
IMHO, vats was only implemented, almost like an afterthought, so that we could have brief moments of pseudo-TB play, and so that some mechanics wouldn't have to be changed.
Vats needs to be vatted, I think. If they actually sat down and thought about it, they could come up with something far better.
