It's frustrating, I wish there is an actual "expansion pack", not DLC, but this pretty much a dead end: not happening! :x

On the WTF moments, why a Cazador or other flying creature need to get all the way around a rock, instead flying over it?

I can only imagine because their wings aren't quite strong enough for them to fly higher than you see them do. Similar to the radroaches.

Or because the game engine sucks.

That's it, I think. I'm not sure, but I believe that was also the reason why there weren't any cool levitation/athletics over 9000 spells in Oblivion.

To be fair you can talk to Veronica about Father Elijah, though that just added to the disappointment when I found out there was nothing like that in the other two DLC. I was at least expecting to tell that guy you can save in Goodsprings that New Canaan was destroyed after Honest Hearts, but no. You can still talk to him and he still says he's headed to New Canaan but you don't get the option to tell him the White Legs burned it down.

The only reason why there was no levitation in Oblivion is because then you would be able to fly across the gates of instanced worldcells (e.g the cities) and would find nothing but emptiness there, so they made sure that the gate is the only way to enter those cities (if you don't cheat/use the console, that is).

True, however the a.i routines are so lame npcs and monsters can't move vertically up, going down is much easier as it just means falling off things.
Which is why the entire wasteland apart from yourself can't jump and why flying things can't actually fly.

Uhm, you learn Pai Mei's 5 Finger Death Punch for a copy of Pugilists' Weekly? :lol: I'd like to think the Asian Community had got more respect as time went by, even if the world is sorta stuck in a perma 50's culture state, despite WWII, Korea, and the Chinese Invasion. X-/ :( I mean, wasn't one of the Vaults in the series purposely made multicultural as an experiment? :?

But (judging by shady sands) that vault was like 90 percent Indian. Although you do have a point about the Chinese thing. the only evidence of oppression of Chinese people is in that creepy place in point lookout.

Shady Sands were just one part. The Khans, Vipers and Jackals came from Vault 15, too, and I guess a lot more unknown people, too.

You use a shitty game engine with a shitty "limb severing effect". You're not going to remove somebodie's head with a bullet without doing serious damage to their chest and/or head. And then you're not so much severing it as you are not destroying it (completely).
 
Which brings me to another question, why can I telekinetically carry around the severed head of an NCR soldier in Camp McCarran and not get asked any questions?
