There are a lot of fields (like mathematics or engenieering) were around the half of the people don't succed.
This adds quite a bit of risk to studying and so people who don't have financal backing might choose not to study first hand. Even when there are no fees people think twice about studying because they might loose time and therefore money they could have made in a normal job.
Therefore it's not just a question of who is paying for studying but what effects does diferent models posess.
That said it's quite interesting that either the UN or the EU had some paragraphs with which you could argue against such fees, and openly critiziesed such fees.
Than again in germany the politicans argued "Such fees are okay, as England (+ a few other european countries) and America allready have them" - I wish these idiots weren't allways looking toward the anglo-saxon nations... but well...
