It wasn't a joke. A major PnP RPG publisher (not a joke like Glutton Creeper) was interested in PnP rights to Fallout, as well as releasing Van Buren as an official PnP campaign. But Bethesda eventually said "no". Because they "really didn’t want to get into doing a PnP game, or a novel, or anything that was too close to the game itself."
