Yep. By Brian Mitsoda who is responsible for Vtm:Bloodlines characters, their dialogues and overall. If you played it you probably know how interesting, complex and "deep" they were. It was like talking to real person @.o Briliant game if you don't give a damn about stupid bugs.

Wouldn't be surprised to see them doing more spin-offs like New Vegas.

I wonder how it would have turned out if they had enough time to finish it. I know that that's pretty much the perpetual rallying cry of fans of like every RPG ever that wasn't made by Bioware or Bethesda, but it's kinda glaring in this case. They allegedly intended to completely remake the endgame (left over from a previous version of the game with a much bigger emphasis on combat) and the Hub Levels other than Santa Monica.
