Having problems installing killable children, I can't find the program file for fallout 3 anywhere?

I reinstalled the game and still not in programs under Bethesda or any of them.

Now we need the Child Killer reputation, otherwise this mod is bit pointless. I liked in old ones if you accidently shot a kid ith minigun while killing raiders in an encounter or etc. and next thing you know, you have bounty hunters chasing you while you have positive rep/karma.
